The State & County Central Committee is based on the number of votes that the Republican candidate for governor receives.  Each county is responsible for filling these positions.  This divider is 400 for the County Central and 1000 for State Central.  Here are the current allotments for the 2011 - 2013 County Central from the November 2nd, 2010 election.
